Step 2: Add Milk and Flavorings
Add the milk, sugar, cinnamon stick, and citrus zest. Stir to combine. Simmer over low heat, stirring frequently, until rice is tender and the mixture is creamy, about 25–30 minutes.
Step 3: Optional Add-ins
If using raisins, stir them in during the last 5 minutes of cooking so they soften but don’t overcook.
Step 4: Serve
Remove from heat. Discard the cinnamon stick. Serve warm or chilled in bowls. Sprinkle with ground cinnamon and nutmeg before serving.
