Preheat oven to 350°F (175°C). Grease and line two 9-inch round cake pans.
In a medium bowl, whisk flour, baking powder, baking soda, and salt.
In a large bowl, cream butter and sugar until light and fluffy. Beat in eggs one at a time. Mix in orange zest, orange juice, and vanilla.
Add dry ingredients alternately with sour cream, mixing until just combined.
Toss cranberries with 1 tablespoon flour and gently fold into the batter.
Divide batter evenly between pans. Bake 30–35 minutes, or until a toothpick comes out clean. Cool completely.
Beat cream cheese and butter until smooth.
Gradually add powdered sugar, then mix in orange zest, orange juice, and vanilla until fluffy and spreadable.
Level cake layers if needed.
Place one layer on a serving plate and spread frosting evenly on top.
Add the second layer and frost the top and sides of the cake.
Garnish with fresh or sugared cranberries and orange slices for a festive finish.
