2 1/3 cups all-purpose flour
1/4 teaspoon fine sea salt
2/3 cup light brown sugar, packed
3/4 cup chilled butter, cubed
2 large eggs, slightly beaten
2 cups semi-sweet chocolate chips (divided)
14 ounce can sweetened condensed milk
8 ounce package toffee bits


Instructions

Preheat your oven to 350 degrees F and line a 9×13 inch pan with parchment paper.
Combine the flour, salt, and brown sugar in a large mixing bowl.
Cut the butter into the flour mixture using a pastry blender until the mixture is crumbly.
Stir in the slightly beaten eggs to form a dough.
Fold in 1 1/2 cups of the chocolate chips into the bulk of the dough.
Set aside 1 1/2 cups of the dough to be used for the topping layer.
Press the remaining dough firmly into the bottom of the prepared baking pan.
Bake the crust base for 10 minutes to set.
Remove from the oven, pour the sweetened condensed milk evenly over the crust, and sprinkle the toffee bits and remaining 1/2 cup of chocolate chips.
Crumble the reserved dough over the top and return to the oven for 30 minutes, or until golden brown.

Notes
